In January, Clifton-Fine Hospital announced during a community forum that they were seeking application to change to a Rural Emergency Hospital (REH). Rural Emergency Hospitals are a new hospital designation that were written into federal law to allow for rural hospitals to continue to provide outpatient services. If Clifton-Fine Hospital is approved to change to a REH, the facility will no longer provide inpatient and swing services. As an REH, Clifton-Fine will receive additional money from the federal government to assist with continuing to provide outpatient care such as emergency services, observation, laboratory, radiology, physical therapy, and primary care.
As part of the application to change to a Rural Emergency Hospital (REH) the State Department of New York requires healthcare organizations to have a Health Equity Impact Assessment (HEIA) completed by an independent organization. The Rural Health Redesign Center (RHRC) is a national non-profit that will be conducting the assessment, and they are seeking feedback from the public on this transition and how it may impact the community.
